Consórcio Nautilus (EPI/Posicionamento/Setta Hidrovial)

The project involves the construction of a lock system with capacity for implementation of 200 million tons/year to win over a difference of 126 meters between the reservoir of the Itaipu Hydroelectric Power Plant and the Parana River downstream of the dam (ARCHIMEDES PROJECT). With this system, it would be possible to interconnect the Tietê Paraná Waterway to the River Plate Estuary, creating a new logistic vector integrating MERCOSUR countries and an alternative for disposal of 100 million tons/year, currently destined for export on this block of countries. It is a work of great strategic value for its role in regional integration and improving the competitiveness of agribusiness products and mining produced in the influence area of the project. b The cost of the project is approximately US$1.25 billion considering the lock capacity of 200 million tons/year and US$ 850 million to 100 million tons. We studied three alternative layouts for the transposition at a preliminary engineering design level. We have also carried out preliminary feasibility studies on technical economic and financial development. The results showed a high attractiveness to the project, with Internal Rates of Return above 10% per year. Different scenarios were drawn to the demand of freight to be transported through the transposition system indicating the full feasibility of the undertaking. Studies developed so far already provide the undertaking framework in the strategic plans of the Federal Government (PNLT/PPA/PAC and Plano Hidroviário Nacional).

Considering the peculiarities of the project and its location (Binational Territory), we also studied the legal and institutional aspects of the different possibilities to model the operation of the project. . According to the PNLT (the National Logistics Transport Plan), the locking of Itaipu will start operating in 2017. The estimated time for the construction of the work is 3 years.
